Coordination and preparation of network access The TVS coordinates orders for paths and additional services for almost the entire Swiss standard-gauge network and allocates access rights. To ensure access to the network without discrimination, it prepares for the scheduling processes upstream, and draws up plans for worksites to set up replacement services. It also lays down the corresponding order provisions in the Network Statement of the infrastructure managers (IM) and assists with awarding long-term framework agreements.
Conflict resolution for the annual schedule During the annual planning process, the TVS handles around 18,000 path requests and acts as a neutral party during coordination negotiations when unavoidable path conflicts occur. In collaboration with the participating parties, it seeks operational alternatives, such as modified schedules or adapted paths so that as many trains as possible can run. If no amicable solution is found, the TVS will make a decision based on legal priority rules.
Orders during the year and processing Train path orders – for example, for new or amended freight services or ad hoc passenger services – exploit the remaining capacity and are allocated on a first-come-first-served basis. The TVS processes most of these requests from a systems perspective, commissions the IMs with planning, and allocates access rights. Only very short-notice, operational orders pass directly between rail companies and the IMs, while the TVS checks afterwards that the correct process has been respected.
